SUMMARY:Energy Storage in State Energy Efficiency Plans: Lessons from Massachusetts
DESCRIPTION:     \n<<REGISTER HERE>> \nFor the first time ever\, behind-the-meter battery storage has been included in a state energy efficiency plan\, opening up a new source of storage incentives and serving as a model for other states. Clean Energy Group (CEG) contributed original economic analysis to support the groundbreaking inclusion of battery storage in the new three-year Massachusetts Energy Efficiency Plan. \nThis webinar introduces a forthcoming report by CEG that describes how other states can follow the example of Massachusetts. The report explains the simple steps needed to incorporate storage into state energy efficiency plans; describes how peak demand reduction results in increased efficiencies and cost savings; examines the cost-benefit calculation for battery storage; presents new values for non-energy benefits of storage; discusses program design elements of storage incentives; and critiques the Massachusetts plan. SUMMARY:Net Energy Metering\, Distributed Solar Valuation\, and Rate Design
DESCRIPTION:     \n<<REGISTER HERE>> \nThis timely webinar will present overviews of three recent reports: \n1. The US Department of Energy (DOE) produced a report on net energy metering (NEM) in response to a request from Congress. To gather information for the report\, DOE conducted a Request for Information (RFI) and tasked ICF\, Inc. to review 15 recent cost-benefit studies related to NEM. DOE’s report is a 10-page letter that summarizes the conclusions it drew from the responses to the RFI and from ICF’s report. \n2. ICF’s analysis for DOE\, Review of Recent Cost-Benefit Studies Related to Net Metering and Distributed Solar\, highlights the different value categories\, approaches\, and assumptions used in NEM cost-benefit analysis\, value of solar studies\, and broader DER valuation frameworks\, emphasizing commonalities and differences between them\, and how they are evolving over time. A short summary is available on ICF’s blog. \n3. The National Regulatory Research Institute released a Review of State Net Energy Metering and Successor Rate Designs\, which summarizes state public utility commissions’ actions to find alternatives to the more commonly used net metering rate design. These alternative proposals include compensating for energy delivered to the grid at a price other than the retail service rate; increasing fixed charges and sometimes also minimum bills; time-varying rates; and adding demand-charges to bills for customers who did not have them previously. \nThe presenters will be David Meyer\, Senior Advisor\, Office of Electricity\, US Department of Energy; Steve Fine\, Vice President of Distributed Grid Strategy\, ICF; and Tom Stanton\, Principal Researcher for Energy and Environment\, National Regulatory Research Institute. \nThis webinar is presented by the Clean Energy States Alliance.
