Clean Energy Incentive Navigator
A nationwide network of solar+storage learning hubs.
The Clean Energy Incentive Navigator program is a nationwide effort to advance affordable, renewable, and resilient power resources in communities that have historically been left out of the clean energy transition.
Organizations in six cities (Baltimore, Boulder, Buffalo, Milwaukee, Philadelphia, and Kaunakakai) were awarded funding to support internal capacity building to become a Clean Energy Incentive Navigator. Navigator organizations became local knowledge hubs for solar and battery storage technologies and available incentives, so that they can support community members that are developing and seeking funding for a solar paired with battery storage (solar+storage) project. Navigator organizations conducted regional outreach and engagement on solar+storage, and they will develop learning materials geared towards their community’s needs. The lessons learned and resources developed through this effort will support community-serving organizations nationwide in advancing renewable, resilient, and reliable energy technologies.

Who We Serve
Clean Energy Group’s 2025 Navigator grantees were: Baltimore Green Justice Workers Cooperative in Baltimore, Maryland; Empower Our Future in Boulder, Colorado; Forward Together Wisconsin in Milwaukee, Wisconsin; Green Building United in Philadelphia, Pennsylvania; PUSH Buffalo in Buffalo, New York; and Sustʻāinable Molokai in Kaunakakai, Hawaii. Each grantee organization worked within their local community to expand knowledge of and access to clean and resilient energy technologies. Navigator grantees were selected based on their commitment to energy equity and community engagement, and based on how the Navigator program will support and expand on their existing work.

Project Impact
Navigators established greater in-house expertise to support local clean energy project development, specifically solar+storage, which they plan to carry forward in their work. For example, Green Building United integrated resilience hub planning into its Better Buildings Hub initiative so it can continue providing targeted support.
Navigators provided one-on-one support to 35 community-serving organizations interested in developing solar+storage and identified 64 additional facilities that are actively interested in pursuing solar+storage for energy resilience. Two resilience hubs supported through the program are fully funded and will be built.
Navigators hosted 15 in-person events and 4 virtual/ hybrid events, and published 25 educational, community-focused resources introducing clean energy topics. Clean Energy Group produced 16 additional resources on clean energy topics determined by Navigators.
