Summary:

This report concludes that if the U.S. is to meet the challenge posed by the vulnerability of our energy systems, a new appeal to energy security is needed. An organized national strategy, arising from a partnership between state and national governments, for the increased use of clean energy technologies in U.S. markets would create jobs, slow environmental degradation, and help to secure the U.S. economy from terrorist disruption.
