Stephanie Chen
Stephanie Chen serves as Senior Policy Counsel for MCE, a local government agency formed to address climate change through renewable energy, energy efficiency, and local job creation in Contra Costa, Marin, Napa, and Solano Counties. Prior to joining MCE, Stephanie led the Energy Equity team at The Greenlining Institute, a racial justice advocacy organization dedicated to building economic opportunity in California’s communities of color. Stephanie is a member of California’s Disadvantaged Communities Advisory Group, and she serves on the board of directors for Vote Solar and the Asian Pacific Environmental Communities Network.

Seth Mullendore
President and Executive Director
Seth Mullendore is President and Executive Director of Clean Energy Group, where he oversees the organization’s mission to advance energy justice and catalyze innovative energy strategies to address the climate crisis. He previously served as vice president and a project director for CEG, leading efforts to enable greater access to the benefits of solar PV and battery storage technologies for low-income communities and communities of color and working with community-based partners to phase out polluting power plants with clean alternatives.
Shiva Prakash
Shiva brings wide-ranging experience as an attorney working in regulatory, compliance, litigation, and transactional practices and a background in policy and technology development in the clean energy sector. Her current position as Global Regulatory Counsel for Lime, an electric vehicle micromobility company, allows her to support the expansion of shared, affordable, and carbon-free transportation options for users across the globe. She has previously served as Assistant Corporation Counsel in the New York City Law Department’s Environmental Law Division; as an Equal Justice Works fellow at New York Lawyers for the Public Interest; and as a project manager at New Ecology, Inc. She co-founded the Initiative for Energy Justice, currently housed at Northeastern University. Shiva received her J.D. from Northeastern University School of Law where she was a Public Interest Law Scholar, a Master’s in City Planning from the Massachusetts Institute of Technology (MIT), and a B.S. in Economics also from MIT.
